The United Arab Emirates Federal Law No. 28 of 2001 provides that the Emirates Conformity Assessment System (ECAS) is established for government-regulated products and that all regulated products shall meet the safety and quality requirements set forth in technical regulations issued by the government.

根据2019年第5号内阁决议，电子烟被列入政府管制产品，须符合电子烟强制性技术法规UAE.S 5030:2018规定。根据2012年第4号和2012年第38号内阁决议，电子烟设备归属于低压电子电气产品(LVE)范围。根据2017年第10号内阁决议，电子电气产品中限制10项有害物质(RoHS)。

According to Cabinet Resolution No. 5 of 2019, E-cigarettes are listed as government regulated products and must comply with the mandatory technical regulation UAE. S 5030:2018 for E-cigarettes. According to Cabinet Resolutions No. 4 of 2012 and No. 38 of 2012, E-cigarette equipment belongs to the scope of low-voltage electronic and electrical products (LVE). According to Cabinet Resolution No. 10 of 2017, 10 hazardous substances (RoHS) are restricted in electronic and electrical products.

供应商应确保电子烟同时满足3项技术法规的质量安全要求，向阿联酋工业与先进技术部(MoIAT)申请产品ECAS认证并获得合格证书(CoC)方可合规上市。

Suppliers should ensure that E-cigarettes meet the quality and safety requirements of three technical regulations simultaneously, apply for ECAS certification from the UAE Ministry of Industry and Advanced Technology (MoIAT), and obtain a Certificate of Conformity (CoC) before they can be listed in compliance.

3	电子烟设备认证	a. 有效的阿联酋工业/贸易许可证； b. 经销商所有权(仅限于贸易商)； c. 电子档符合性声明； d. 符合EMC要求的声明； e. 制造商产品标识声明(如适用)； f. 产品标签或铭牌的照片； g. 产品标签及警告语标签 (包装正面与背面布局)； h. 英语和阿拉伯语使用手册； i. 符合IEC 60335-1:2020的IEC CB测试报告和证书； j. 具有ISO 17025资质的实验室出具的产品中所有材料的UAE RoHS检测报告。	一种产品类别申请一个设备认证；提供的CB检测报告和证书距申请时间不得超过3年；设备认证证书有效期为1年，到期前可申请续证。

Declaration of compliance with standard GSO ISO 8317 UAE.S: Resistant packaging for children; g. Declaration of the validity period mentioned on the product label; h. QMS Manual or ISO 9001 Certificate; i. List of the ingredients in descending order including the followings: percentage of each, commercial name of the ingredients, their functionality, the emission related to each ingredient and the toxicity including literature data; j. Risk assessment study; k. E-liquid and Emission test report issued by a laboratory with ISO 17025 qualification.	Apply for a certification of E-cigarette products containing E-liquid for each flavor / ingredient list / nicotine intensity; The provided testing report shall not exceed one year from the application date; The validity period of the certificate is 1 year, and renewal can be applied for before the expiration.

Product Identity Declaration (PID), If Necessary. (from manufacturer); f. Pictures & Rating Label; g. Product card label and warning label (front and rear face layout of Package) as per UAE.S/GSO 5030; h. Instruction Manual (English & Arabic); i. IEC CB Test Reports and Certificates as per IEC 60335-1:2020 standard. (from manufacturer / importer); j. The UAE RoHS test report issued by a laboratory with ISO 17025 qualification.
